I'm quite certain that a being that cannot emotionally reflect upon it's actions cannot be considered "evil". As a matter of fact, I'm convinced that "good" and "evil" are just matters of perspective, but I digress... However, I would say that she has fundamentally immoral standards and, seeing as nobodies does posses intelligence and thoughts, must be held responsible for her own, completely unmotivated, choice of actions.
