Plasma is just a term for ionised matter.Stuff that's been hit with enough energy to rip the electrons out of orbit.It doesn't take a lot of energy to do that. A flame of any description is halfway to being plasma. An electrical discharge certainly is.This looks like the combustion gases from the toothpick are being excited into incandescence.I think you could reasonably call it a Plasma.My qualifications? MSc Nuclear Physics. 40 years in Industry.
