I'm quite sure Bob referred to Silvio Berlusconi, since Berlusca tried to use himself to increase his power and esteem in Italy among the youth in order to build a solid corner-stone for his"empire"(by the time Bob wrote this song Berlusca already had 3 television channels which were very successful among us children and teenagers between the 80s and the 90s, and organised a lot of nice concerts too). He says clearly he's not for sale, if you listen to the lyrics!
