The people who you are referring to are hackers who are using the Homebrew Channel, a homemade channel used to hack into Wii games. Basically, you copy lines of code and input them into a textbox in the Homebrew Channel and then use them to hack the games. In MKWii, they are used to get infinite Bullet Bills, Mushrooms, etc etc.
