His name is Steve Hillage (as it says at the top :P).He was the lead guitarist and vocalist for a 1970's band called 'Gong', do a Google on them if you like this kind of music.

Who the Hell IS this guy? Kinda weird but I like the psychodelia, plus it's one of the best songs out of the 60's along with the FULL version of Crimson & Clover to listen to while high on pot!!!
