Sorry. The only servers up that I know of are cabal(dot)ogplanet(dot)com which are the US and Canadian servers, and cabalonline(dot)com which is the Europe server. You could try and get a US or EU proxy ip to play on those servers I guess, don't ask me how. Or just wait for an African Server? I don't know if they ever will though. Sorry. I don't think you'd want to play on the original Korean servers, but I think around march the SEA servers went up. Sorry and good luck.

Wah? Yes you can. cabal(dot)ogplanet(dot)comThat's the US and Canadian servers. You should be able to play. If you're still not able to, it has to be something else.
