i can help you man. if you download the 3.03 update, and update your psp to 3.03, then you can use a dwongrader to downgrade back to 1.50, then install the custom firmware 3.03 OE-C. you can use the vice city and liberty city cheatdevices using "plugins". i do it all the time. its easy, all you need is a 3.03 FW psp and an unpatched version of GTA LCS. if you have this, send me a PM and ill show you what to do from there.

they used the edison carter cheatdevice for PSP. its pretty easy. i upgraded my psp though so i cant used it anymore..i shoulda made some vids with all the mods i made... lol oh well..
