In the pdf about testing methods you'll see they stick to scientific method. While shooting a brand new armor on a range is great it doesn't say much about the various conditions to which soldiers are exposed. Dragonskin fails at that part. It falls apart (delaminates) after being exposed to diseal and motor oil as well as high temps. It also cracks easier when exposed to sub-zero temperatures.If it can't hold together there then whats the point of multi-round testing?

Ok kid. Everyone you say? No the military has only found a few sniper rifles out of the thousands they've killed there. The Desert Eagle was not out sourced.
