To think this is being built for Refugee's is myopic at best. Google Video the free documentry "Freedom To Fascism". The second half outlines the planned Control grid being established from a US perspective. Its not a coincidence that the US are building these camps as well. Just search Concentration camp America. There is a plan. Refugee's are just a distraction.
