Its legal, but it still sucks, because you're basically paying for an Emulator. Also they have a very small selection of games, don't expect to see any nintendo titles. No kick ass rare Japanese gems like Secret of Mana 2 or Tales of Phantasia or Terranigma.

i mostly saw it on Cartoon Network during adult swim (obviously, since Gametap is owned by Turner Broadcasting which also owns Cartoon Network).
