Great! I'm Japanese but never seen something like this before. According to the uploader, this is a sequence from a musical called "Multimillionaire" (1938). It's produced 2 years prior to WWII during which not only American culture, but also any English words were banned in public. How ironical...

The first male singer is Kenichi Enomoto, also known as Enoken. He made many movies in the 1930s. I think the second male singer in the duo is Teiichi Futamura, but I'm not sure what movie this is.
