Actually, it was more created in the time of Ozzy Osbourne. Shock-Rock was all about stage presence. As long as they scared the crap out of people, it was considered Shock-Rock. Ozzy was when it was first acknowledged as that, but there were probably several bands that fell under that category. But Alice Cooper was the one that really set the genre off, though.
